Our theme does not provide the option to force users for accepting the Ters and conditions. You can use our Promo popup to warrant users, that visiting the site they accept Terms and conditions and provide the link to the page.

Our theme does not have this option and none of the themes either. Such functionality is provided by plugins. You will have to find the plugin something like 18+ or equal which would not allow visiting the site till the user accepts.
