Turkish language problem

I translated the theme language with the loco trans plugin, but the theme language is still the same in English,
This time I tried a different method Opened basel.pot file in wp-content / themes / basel / languages ​​folder with poedit program Translated into Turkish language There are two files prepared by poedit program tr_TR.po and tr_TR.mo I uploaded these two files to the wp-content / themes / basel / languages ​​folder, but the theme language remained unchanged in English

Be sure that your translations files are stored under wp-content/languages/ folder and you have set Turkish site language in Dashboard -> Settings.
