why am I seeing a delay when I load my site

All images don’t load unless I move my mouse I don’t think this is normal.

Please advise.
By enabling the pre-loader GIF it takes care of the web face loading on mobile all I see is the spinning circle until you scroll down so it’s fixed for website on desktop, but not on mobile.
