Widgets are locked

The widgets are locked and can no longer be edited. Attached is an image that shows the lock.
What could be the reason for this and how can it be fixed?

Hello,

Please deactivate all the third party plugins then check back.

If the problem still continues then provide the admin panel login details of the website.

Thanks for the help.
I have disabled all plugins. However, the widgets were still locked.
