Do you want to translate the site into Multi-language? If yes, then you should use the WPML plugin on the site then, there is no need to change the main WP language from the settings.

Otherwise, if you want to translate and create the site only in one language, “ARABIC,” then it is required to change or set the language to ARABIC from the WP settings.
