WPBakery Page Builder not available in HTML Blocks

WordPress 4.9.6 / Woodmart 2.4.0 / Woodmart default plugins without any third-party plugins

WPBakery Page Builder not available in HTML Blocks, but i saw video where builder was available.

You need to activate WP Bakery Page builder for HTML block. Navigate to WP Bakery Page builder > Role manager and activate cms_block as shown on the screen. http://prntscr.com/jkrc9s
