"You do not have permission to refund this transaction" – Paypal Sandbox Refund

Hi

I have set up a Paypal sandbox account which seems to be processing and working fine in regards to making purchases etc. I can make payments with it, see the checkout figure come off the total amount in the account and also see the transaction activity.

I got the API details from the sandbox account and plugged them into the checkout settings for paypal with sandbox mode enabled …. to test the refund option.

So I went to refund a product after it had been marked “completed” and i got the following:

“You do not have permission to refund this transaction”

Tried everything but just cannot get it to pump the money back into the sandbox account from the order page? All i get is this message, would lvoe to be able to test the refund optionto before going live obviously.

Could you please check how it works with some default WordPress theme like twentysixteen to understand is it our theme issue or not?
