You will have to create two menus in the Header Builder: one for all the pages and another one – horizontal -for shop/product page.
1. Create the WP bakery template http://prntscr.com/mxo87p
2. Insert Mega Menu element and choose your main menu http://prntscr.com/mxo8zj
3. Remove Menu element from your header in the Header builder not to duplicate https://xtemos.com/docs/woodmart/header-builder/add-edit-builder-elements/
4. Save the template in the library https://xtemos.com/docs/woodmart/html-blocks-2/#posts_products_page
5. Create a header for the shop page and set in in the shop page settings https://xtemos.com/docs/woodmart/options-for-pages/
6. Set the header for the product page in the Theme Settings > Product page
