customer basket not emptying after order

I have had two customers in the past week who have put one order in and paid for this normally with no problems,
then have tried to put another order in several days/weeks later, but their previous order is in the basket.
They refresh their browser, but the order does not empty.Both customers had logged in – note I have another thread about things being different when logged in, I don’t know if this is connected.
One customer managed it on a different device and did not log-in
Another customer did not notice till after the order had gone through and so I have to refund one order.This is a recent problem – we get customers who do several orders over the space of a few weeks. I would say this is since the last update.
No new plug-ins since the update.

In most cases, it is a cache issue. Please make sure that you have removed the site and server cache.
Please check how it works with the default wordpress theme just to check whether the issue is with our theme or not. Also, please check the site with our theme but only with the theme default plugins activate, and deactivate all the 3rd party plugins from the site.
If it works fine with the default WordPress theme then provide the admin panel login details of the website to check it myself and help you out accordingly.

As this is coming from my customers, I can’t ask them to keep putting orders in to check how it is. I also do not want to change theme as the site is live and if I change theme, my customers would see a mess.I thought that there might be a known quick fix for this without me having to put in lots of dummy orders to see why and when this happens.
We use Siteground Cache along with their optimiser. I am not sure what you mean by “Please make sure that you have removed the site and server cache.” why would I remove the cache – I thought that helped with speed.
Can you clarify
