Please follow the steps:

1. Crate an HTML block in the Dashboard > HTML blocks. https://xtemos.com/docs/woodmart/html-blocks-2/

2. Insert the popup element from the builder: https://xtemos.com/docs/woodmart/shortcodes-2/

3. Insert the content you need to be shown in the popup window.

4. Add the HTML block element into the Header builder: https://xtemos.com/docs/woodmart/header-builder/add-edit-builder-elements/ and https://xtemos.com/docs/woodmart/html-blocks-2/#header_builder
