Add popup in top bar

I’d like to create a pop up in the top bar which links to our christmas opening and delivery times. Please can you advise?

2. Add this HTML block by means of HTML Block built with WPBakery in the top bar https://xtemos.com/docs/woodmart/header-builder/add-edit-builder-elements/
