Then insert a banner and place this HTML block in the area After /Before Add to cart.

Ok means it is not a dynamic feature but just a banner in layout.

I don’t understand why when i’m changing Single product > images > thumbnails position,
it does not update the layout and the page stills the same?

Please check the Dashboard > Layout, if you have a single product layout, you need to configure elements inside, the Theme Settings are not applied for layouts.
