As you know the Review functionality by default comes from WooCommerce end so there isn’t a separate option available under the Theme related to them which you can use to add Note under the Reviews area. To access the available options related to Reviews under the Theme, you can go to Dashboard > Theme Settings > Single Product > there you can find Reviews > in that you can find the available options to configure:

Further, if you have created a Custom Single Product layout on your Site > then in that also for the Product Reviews element of the Theme there isn’t a separate option available to add Note under the Reviews but under the Custom layout you can add Text Block element of the Theme just below the Reviews element > and in that you can write the Text that you want: https://snipboard.io/wgLSVU.jpg
