i can’t find any option in header builder to change the title of menues between arabic and english languages of site , also the same in mobile menue setting

As for the logo, try to set it via Elementor -> Site settings -> Site identity.

Most likely, WPML automatically uses the appropriate symbol for each language that comes from WooCommerce.
