Can this field be hidden when the free shipping amount is reached?

Sorry to say but as you know these Shipping Rates are included from the WooCommerce end, so there is no option in Theme Settings available to change accordingly as you mentioned. It requires Customization and this is beyond our limitations and support policy scope. Hope you can understand our limitations.
