How to fold the footer titles on mobile?

Hello,
How to fold my footer titles on mobile? I already set the “Collapse widgets on mobile” in the theme settings, but on mobile, it still shows the full list. Is it because my footer is a “HTML Block” instead of a widget?

This option works with standard WordPress widgets added to your footer area in Appearance -> Widgets.
Navigate to the Theme Settings > Footer > and enable “Collapse widgets on mobile”
