Html block is a plugin? if yes how to add html block plugin in wordpress, I can’t see in my dashboard

HTML block is not a plugin, this is a custom post type provided by WoodMart, you can create any layout by means of the builder you use on the site: https://xtemos.com/docs/woodmart/html-blocks-2/
