Is there a scrolling notification top bar built into the features?

Good evening, I am looking for a scrolling notification announcement bar at the top of the web pages.

I can’t seem to see if the feature is built in, if not can you suggest an add on ?

I want the text to scroll horizontally along the top

Hi Elise, ideally we would want a custom message to appear on all web pages. We want the message to be scrolling along the top of every page until we switch it off.
