I have a website: “site.bu” , I want to make a subdomain “phone.site.bu” . Do I need to buy a new license, or can I work with my license?

It doesn’t depend on the domain but on the project scope. If all the subdomains are a part of the same website, then you can use one regular license for them. But if they are all separate websites not related to each other then you need to have one license per website.
