currently by adding row ID (in WPBackery) = creating one pager option.
However by clicking on the menu element the page imidiatelly jumps to the section instead of scrooling to it.
Can you please advise how I can set to have scrolling (like scrolling with back to top button) on the one pager elements?

This is the way WP bakery works, if you test the issue on any default theme, you will see the same.
I suggest to add an empty row before the target one and assign the ID to this empty row.
thanks for your reply, however I think we have a misunderstanding here: my problem is not the position, rather the “movement” that it jumps instead of “scroll smoothly to that target” like: http://manos.malihu.gr/repository/page-scroll-to-id/demo/demo.html
