Problem with order form

I have two problems:

1. at the stage of ordering by the customer in the order form you do not see the option to select the province – without this the customer can not place the order. There is simply no drop-down list. And this is a mandatory field.

2.Also the order form – it is checked by default “send to another address” I do not want this form expanded by default. I want the customer to check only when he wants to another address.

1. In general, the Checkout form comes from WooCommerce so please check how it works with some default WordPress themes like WooCommerce Storefront to understand if it is our theme issue or not
