First of all, you create a menu in Appearance > Memnu https://codex.wordpress.org/WordPress_Menu_User_Guide
Then you assign the menu as main/mobile. The main menu is displayed by means of the Main menu element in the Header builder. https://xtemos.com/docs/woodmart/header-builder/add-edit-builder-elements/
The mobile menu is assigned in Appearance > Menu > Select menu and displayed by means of Mobile menu element in the Header Builder in the Mobile view. One and the same menu can be both Main and Mobile. Mobile menu does not support mega menu blocks as there is no space enough for mega blocks. Thus it is necessary to create a clone of the Main menu without mega menu blocks. The mobile menu may be multi-leveled. Mobile menu element has the option to show Category menu as well.
In order to create a Mega menu block, you need to create them in HTML block and then choose from the drop-down in the menu item https://xtemos.com/docs/woodmart/create-menu-2/
