Store Notice position

The current notice bar is at the bottom of the browser.
If I want to display it at the top like this, is there any way to change it?

Sorry to say but according to the Screenshot shared from your end, it seems that you are referring to the WooCommerce Notice Bar. We have confirmed from the Test Site, by default the Woo Notice Bar appears at the top. Here is the Test Site URL that you can check for yourself too: https://blackpearlspro.com/woodmart_support/cart/

On the Site URL that you had earlier shared in other Topic, we have checked the Woo Notice Bar appears there at the top too: https://ibb.co/BfSw9HQ

So, it doesn’t seem to be appearing at the Bottom anywhere. Can you please be more specific regarding your concern, exactly which Notice Bar are you referring to? And exactly where it is appearing on your Site? Also, please share the correct Site URL too, if we have misunderstood.

Sorry to say actually, the one you are referring to now is the Point Rewards notification which might be coming through the third party Plugin. So, if you want to make it stay at top then you can try out the following Custom CSS in this regard and paste it to Dashboard >> Theme Settings >> Custom CSS >> Global CSS section:

.woocommerce-info.wc_points_rewards_earn_points {
    top: 0 !important;
    bottom: auto !important;
}
