Translation issue, i uploaded the translated po mo files and still not working.

I am uploading the woodmart-ar.po and .mo to languages/themes/ dir and still not translating the website. i did check if it matches the language in Status and it does, i did not add -SA or -US or anything in the file because the status langugae says ar and thats it,
Another question, if i want both arabic and hebrew multilanguage do i need WPML plugin? isnt there a free version of this plugin ? Thank you! ill provide the user access in private content down below.
i see that some of the translation works and some does not. like for example how do i translate the Menu name of Categories for example. ill attach image down below. or all menus

+ In order to change / translate words. Please make sure you synced the strings first before changing / translating WooCommerce, WoodMart Core plugins and WoodMart theme. You can refer to article

+ You are also need to select the language for the backend and theme settings for admin from the admin user profile, please edit the user’s profile and then select the language for that user it will show the same on the backend.
