Related Products Not Displaying Proper tags

It is my understanding that the related products area of a products page will show products related by tags.

I have tagged all of my short-sleeve dresses with the same short-sleeve-dress tag, yet when I view a short-sleeved dress on the front-end, not short-sleeve dresses appear in related products and instead, I receive a random selection of products (or so it appears).

Help?

Related products are taken by similar tags or categories according to WooCommerce documentation https://docs.woocommerce.com/document/related-products-up-sells-and-cross-sells/#section-3
