Uppercase in frontend and lowercase in backend

Excuse me, but it is the third time i make a topic to highlight this problem and it promptly remains unanswered.
All the text appear in lowercase in backend and uppercase in frontend.
I have disabled all unnecessary plugins and the situation does not change. What can I do?
